Safety and Security officers provide security to the Central Pennsylvania College campus community. It is their job to respond to all situations that they perceive as having a negative impact on the overall safety and security of the College’s physical property and its campus community. These staff members are not a substitute for the police or fire department . If a complaint is received by the Safety and Security Department, they have an obligation to investigate, but have no authorization to negotiate policy. Any questions that arise regarding College policy should be directed to the Student Services office.

Every member of the College is required to have a Central Penn ID card. To obtain your ID card, go to the Safety and Security office in Room 55 of Bollinger Hall. The Safety and Security office will make ID cards for the first two weeks of each term. Continuing education students and students attending at locations other than the main campus will be provided with a contact person who will issue student ID cards. Replacement cost for a lost, damaged, or stolen identification card will be $10.00.
Your ID card will serve for the entire time that you are at Central Penn. It will serve as a library card, a debit card for the Scoozi Café, and primary identification as a member of the College. This card may also be used for admission to labs, facilities, and any College activities. Many local businesses will also provide discounts to students with a valid ID card.
Items found on campus should be turned in at the Safety and Security office in Room 55 of Bollinger Hall. All lost items may be claimed through the Safety and Security office with a brief description of the lost items. Items may be discarded at the end of each academic term.
Parking Enforcements and Regulations
There are several parking areas on campus. Parking is on a first-come, first-served basis for all available parking lots. Whenever possible, students are encouraged to carpool.
Applying for a Parking Permit
All persons MUST provide proof of insurance, valid vehicle registration, and a valid driver’s license to obtain a parking permit form. Replacement cost for a lost, damaged, or stolen parking permit will be $10.00.
Rules and Regulations for Parking
- Parking Areas
- Available Parking – Lots A, B, C, D, E, F, and I. All campus community members are eligible to park in these lots if a valid parking permit is displayed on the vehicle.
- Faculty/Staff Parking – Lots H, K, and M are reserved for faculty/staff that have a valid parking permit displayed on the vehicle.
- Reserved Spaces – Lot G is reserved for the Safety and Security, Business, Student Services, and Facilities offices between the hours of 7:00 a.m. and 5:00 p.m. When these spaces are not occupied, they are reserved for overflow parking for individuals with a disability, visitors, or any other persons with approval to park there.
- Visitor Parking – Lots J and L are reserved for visitor parking only.
- Event Parking – Lots D, E, F, K, and L. These lots are utilized for campus events.
- Overnight Guest Parking – Overnight guests may only park in lots A, B, C, D, E, F, and I, provided the resident student registers the vehicle with the Safety and Security office and receives the proper temporary parking permit. This permit must be displayed on the vehicle at all times. Information needed for registration includes guest’s name, vehicle make, model, color, license plate number, state, and the student’s name and campus residence. Failure to register or observe the parking rules and regulations may result in towing of the vehicle and/or disciplinary action.
- Please be alert to reserved parking areas for individuals with a disability.
- Parking permits must be visibly displayed in the rear window of your car on the driver’s side.
- Students, faculty, and staff may not park in the driveway areas (i.e., by the Library, Gale Hall, 730 Valley Road, and the ATEC). This is for your safety and because the driveways are considered fire lanes. In addition, students, faculty, and staff must park in marked or lined parking spaces. Failure to park within two lines or observe the parking rules may result in towing of the vehicle and/or disciplinary action.
- Students, faculty, and staff are subject to monetary fines for violations of the parking regulations.
NOTE : The only offices that deal with parking issues are Safety and Security and Student Services.
- If you bring a car onto campus temporarily, you must register it with the Safety and Security office. The Safety and Security office will issue you a temporary parking permit.
- Any vehicle parked illegally may be towed away, pursuant to the appropriate laws of Pennsylvania, Title 75 of the Motor Vehicle Code.
- Any update to the parking program may appear in College publications.
- Parking violation procedures will be continuous. Those tickets received by students, faculty, and staff will remain on record indefinitely.
- Violation Procedures
- Violations 1 – 3: Vehicle ticketed, $5 fine per offense to be paid at the Business Office. Additional violations: Vehicle ticketed, $5 fine per offense plus $25 for continuous violations, to be paid at the Business Office. The vehicle may be immobilized and/or towed at the owner’s expense.
- Request for Appeal
A written request for an appeal must be submitted to the Safety and Security Coordinator, using the proper appeal form, within two business days of the imposed sanction. A student may request an appeal on one or more of the following grounds:
- The student has been deprived of his/her rights as defined herein.
- The facts appear to be insufficient to establish his/her guilt.
- Sanction(s) ordered were not justified by the nature of the offense.
The decision to accept or deny a request for an appeal will be made by the Safety and Security Coordinator.
Safety and Security Awareness Training
Periodic seminars and educational programs are provided by Central Pennsylvania College promoting awareness of sexual assaults, acquaintance rape, and other sex offenses. The frequency of such programs varies per term. For more information, students should contact the Student Services office.
In certain instances, a crime victim may be reluctant to file a report fearing the loss of their identification or confidentiality. In such circumstances, crime victims are encouraged to consider making an anonymous report to a member of the Student Services office. At minimum, crime victims will receive valuable counseling and referral information. Confidential reports are important because they provide valuable information that will enhance the safety of the community-at-large and they will at least provide a more accurate portrait of actual campus crime. (Remember, help is available, all you need to do is ask.)
Central Pennsylvania College community members are strongly encouraged to immediately report criminal activity, hate/bias motivated incidents, and any/all suspicious person(s) to the Central Pennsylvania College Safety and Security office. The Safety and Security office has primary jurisdiction and responsibility for investigating crimes and providing security protection and services to the Central Pennsylvania College community. The Safety and Security office is located on campus in Bollinger Hall, Room 55. In addition, you may report a crime to the following areas: Vice President, Academic Dean, Student Services Dean, Housing and Security Director, Safety and Security Coordinator, Senior Resident Advisor, Lancaster Center Dean, Athletic Director, or Human Resources Director.
Door-to-door solicitation is prohibited at Central Pennsylvania College. Residents are encouraged to report the presence of such persons to Resident Advisors and/or to the Safety and Security office. Residents are also advised to keep their townhouse and apartment doors locked at all times. Residents are encouraged to ask for assistance from any Student Services staff member or Safety and Security officer.
NOTE : All students must produce their College ID card upon request by any faculty or staff member, including Safety and Security and the Resident Advisors.
Escorts are provided by the Safety and Security office for members of the campus community between on-campus parking areas, housing, and academic buildings. Escorts are available 24 hours a day, 7 days a week by calling 717-728-2364.
Situations/incidents that the College consider a crime and pose an ongoing threat to students and employees are quickly brought to the attention of the campus community through the Community Alert Bulletin process which is a combination of campus electronic mail, telephone services, and physical posting of bulletins in residential areas by Student Services personnel.
Automobile Lockout
Students who find that they have locked their keys inside their vehicle are strongly encouraged to contact an automobile repair facility or locksmith. Safety and Security officers are not equipped to handle these types of service calls and, therefore, cannot attempt an automobile lockout. Students should keep a spare key to their vehicle separate from their main key ring. Listed below are some local locksmiths.

Battery Assist
Students who find that their vehicle’s battery may not be functioning properly can contact the Safety and Security office to sign out a vehicle “booster” pack. Students must produce a valid driver’s license, and Safety and Security will hold the license as collateral until the unit is returned. Students agree when taking possession of the booster pack to return it to the Safety and Security office in proper working condition. Safety and Security officers will inspect the equipment prior to the release to the student and after the equipment has been returned. Any damages sustained to the equipment will be billed in full to the student. If students are unable to start their vehicle, then it is recommended that they contact an automobile repair facility for assistance.
